第5回国際マレーシア研究会議のお知らせです。
今年8月8−10日にマレーシア・プトラ大学(UPM)で開催されます。

同会議は、マレーシア社会科学学会(PSSM)が主催で、隔年で開かれ、
今年で5回目を迎えます。

マレーシアの主要な社会科学研究者が参加し、世界のマレーシア研究
者も集まりますし、日本人の若手マレーシア研究者も積極的に報告を
行っていることが近年は注目されています。マレーシア研究者にとって
交流の良い機会ですし、マレーシア研究の状況と議論をうかがうのにも
最高の機会です。ぜひご報告、ご参加をご検討ください。

FIRST CALL FOR PAPERS


MSC5 Convenors

The Malaysian Social Science Association (MSSA) will be convening the Fifth International Malaysian Studies Conference (MSC5) on 8-10 August 2006. The Faculty of Human Ecology, Universiti Putra Malaysia (UPM), Serdang, Selangor is our co-convenor.

Objectives
Since its inception, the primary objective of the biennial Malaysian Studies Conference (MSC) has been to bring together scholars, both local and foreign, working on Malaysia, for the purpose of academic exchange and interaction. This Conference series also aims to analyse issues and problems relating to contemporary Malaysia, and to compare the Malaysian experience with that of other nations, especially the Asian nations. Another goal of the Conference is to examine the state of Malaysian studies and to suggest ways for its advancement.

Theme
The theme of MSC5 is “‘After Development’ in Malaysia: Reflections on the Development Agenda and the Future”. After Malaysia (then Malaya) achieved independence in 1957, it has embarked on a massive programme of national economic development successively under five premierships and through a series of 5-year Malaysia Plans. The dominant thinking on economic development then was that propounded by development theorists of various leanings, be they of the left, the right or the centre. The emphasis on economic development pervaded all the national plans, regardless of whether they were aimed at wealth creation or the creation of a more equitable society through fairer distribution of an expanding economic cake as envisioned in the New Economic Policy under Tun Razak. In line with the UN declaration of the 1960s and 1970s as the first and second decades of development respectively, both academic thinking as well as government policies and practices turned development almost into a new faith. This was the trend in those two decades though tempered somewhat by the concern for social justice and socio-economic restructuring, and subsequently given a new twist under Mahathir’s leadership in the 1980s and 1990s through his Look East Policy and Malaysia Inc..
Having gone through this journey of several decades of economic development, largely under the influence of development theorists and a developmentalist leadership bent on ‘catching up’ with the developed West and to leapfrog to become a developed nation, it is time for Malaysian scholars and Malaysianists to reflect on this process of development, its consequences and effects, and what the future might hold if we are to continue on the same trajectory, as well as to reflect on the fate of development studies. Such reflection and rethinking is not only timely but also necessary. This is especially so at a time when material development has dominated and subverted human development, when poverty and inequality seem to persist, and when the promises of a just and equitable society irrespective of race, colour, creed and gender remain largely a mirage. At the same time, such rethinking is equally necessary so that we can look afresh at development studies -- a highly influential body of knowledge several decades ago but has been cast aside by the neoliberal push towards market fundamentalism and the belief in the minimalist role of the state.

The focus of MSC5 will thus be on three inter-related key questions:
(1) What remains of the Malaysian development agenda?
(2) What are the post-development issues and agendas?
(3) What are the implications for development studies?

Based on these key questions, the specific issues that can be discussed include but are not necessarily limited to the following:
§ Economic development, social restructuring, ethnic relations and regional integration
§ Good governance and the economy
§ Development and gender
§ International relations and regionalism
§ Environment, heritage and quality of life
§ Social change and cultural transformation
§ Health and education
§ Democracy, human rights and civil society
§ Religion, inter-faith relations and national unity
§ Indigenous communities
§ The future of development studies and Malaysian Studies – what lies after ‘After Development’?

While the focus will be on the above key questions and issues, in the tradition of the past four Malaysian Studies Conferences, we also welcome papers that will be presented on the broad subject of “Malaysian Studies” conceived in the fashion of area studies.
We expect these papers to cover a range of subjects on Malaysia or related to Malaysia such as Malaysian History, Politics, Economics, Business, Literature, Anthropology, Sociology, Media, etc., as well as those that provide an analysis adopting an inter-disciplinary or multi-disciplinary approach as well as those that are thematic in nature.

Venue

MSC5 will be held at the Faculty of Human Ecology, Universiti Putra Malaysia (UPM), Selangor D.E., Malaysia. UPM is about 25 km south of the capital city Kuala Lumpur, and about 15 km from Universiti Kebangsaan Malaysia (UKM), the venue of MSC4 held in 2004. It is also about 45 minutes drive from the Kuala Lumpur International Airport (KLIA).

Conference Programme
The conference programme will consist of panels of papers, organised under a common theme. Each panel will consist of 3-4 paper presenters and a discussant. Participants are encouraged to form their own panels for this conference based on the subthemes outlined above, or on other dimensions of Malaysian Studies.
There are three types of panels, namely: (i) institutional panels (by institutions); (ii) organised panels (i.e. by a group of participants); (iii) open panels. Participants who cannot or do not want to form their own panels, will be put in ‘open panels’ by the organisers.
All panels have to be approved by the MSC5 Org anising Committee for inclusion in the Conference programme.

Submission of Abstracts and Panel Proposals

Those intending to present papers at the Conference must submit an abstract of about 150 words latest by 15 March 2006. Soft copies of the full written papers must be submitted latest by 1 July 2006. The papers submitted by this date will be placed in CDRom as proceedings for distribution at the Conference. Papers that are submitted late will not be placed in the CDRom.

Participants who plan to have organised panels should also submit their panel abstracts as well as paper abstracts by the same date.

Institutions that plan to organise institutional panels must communicate with the Organising Committee before submitting their abstracts. As has been the past practice of MSCs, institutional panels will have the names of the institutions as one of the co-hosts and are expected to participate in cost-sharing.

As has been the past practice of MSCs, only those with written papers will be allowed to make presentations at the Conference. However, participants can make their presentation using powerpoint or OHP.

Please note that powerpoint presentations or notes on their own, without the written papers, are not considered as papers.

Roundtables or forums on selected topics that need not necessarily have written papers can only be organised by the MSC5 Organising Committee.

Paper Format

The minimum length of each paper is 4,000 words while the maximum is 8,000 words, excluding notes and references.
All papers must use the author-date system based on the Chicago Manual of Style. All notes must be placed as end-notes.
All references must have complete information. Books cited must have the author’s name, date and place of publication and name of publisher.
For journals, beside s the author’s name, date of publication, and title of the article, the volume number and page numbers must be given as well.
All papers should be in word format using Times New Roman, font size 12, 1½ spacing.

Participants who register early will enjoy the benefit of lower registration fees. The closing date for early or pre-registration is 15 June 2006. All registration after that date will be charged differently. The registration fees are as follows:

Modes of Payment
Those in Malaysia who want to pay their registration fees can transmit their payments in Malaysian ringgit by crossed cheque, bank draft or money order, payable to Persatuan Sains Sosial Malaysia at the address of the MSC5 Secretariat. Al l participants including paper writers will have to pay the required registration fees.

Alternatively they can deposit the sum directly into the Association’s bank account (see below), fax the receipt to the Secretariat and bring the original receipt to the Conference as proof of payment.
Those overseas can transmit their payment in US dollars direct into the Association’s bank account and fax the receipt to the Secretariat. The payer, however, must bear any bank charges incurred in the transaction and must bring the original receipt to the Conference as proof of payment.
Those who want to pay at the time of registration on the day of the Conference may do so only in Malaysian ringgit by cheque or cash.

Transport will be provided from Palm Garden Hotel to the conference venue at UPM and back. Information on other hotels will be provided later.

UPM can also be accessed using the commuter train. Those staying in Kuala Lumpur or Petaling Jaya can take the commuter to the Serdang Commuter Station which is the nearest station to UPM. Regular bus services are available from the Serdang Commuter Station to UPM and back.
